Community has always come first.

Fran Caracappa has called East Fishkill home for more than 36 years. Her career as a Certified Public Accountant, Certified Fraud Examiner, and Educator has been built around careful analysis, accountability, and helping people understand complex issues.

Her decision to run for the Dutchess County Legislature grew from that same commitment to service. As she became increasingly involved in issues affecting East Fishkill, Fran saw how important it is for residents to have a representative who listens, asks hard questions, and makes decisions based on how they will affect the community—not just today, but years from now.

She is running to bring thoughtful, responsible leadership to District 21 and to make sure East Fishkill has a strong voice at the county government level.

People often ask me why I am running for political office. My answer is simple: because I care about East Fishkill.

I have watched District 21 grow and change. I know its strengths and I know its struggles — not from a distance, but from living  here for over 37 years. Running for office is my way of turning that knowledge, and that love for this place, into meaningful action.

County government touches nearly every aspect of daily life — affordability, public safety, health services, parks, roads and so much more. These are not abstract policy debates. They are the conditions of real life for real people. Every decision made at the County level is felt in this community, and I will make sure to always put this community first.

As a Certified Public Accountant and Certified Fraud Examiner, I want to bring my strengths to the County government and have those strengths work for all those who live in my District, regardless of political affiliation .

I am running for a seat at the table— and the chance to use it well.

Fran is deeply connected to the everyday life of our community — from local events and youth programs to neighborhood improvements and supporting our seniors and veterans.
