About Fran

Hi, my name is Francine (Fran) Caracappa and I joined the East Fishkill community in 1989 when the population was around 22,000. I came to East Fishkill since I was an avid gardener and wanted more land to cultivate. However, I spent most of my time commuting to Manhattan by Metro North back then.

Over the years my colleagues would ask me “Why do you live so far from the office?” sometimes even saying, “oh that’s right Fran lives near Canada.”  What they never understood is that each day I see open land, stars when clear, even constellations. Leaf peeping is not a long drive but only a step outside my door.

I continue to live in East Fishkill because I love the town -- what it had back then, what it has to offer today, and the possibilities for the future. By population, we are the third largest area in Dutchess County after both the town and city of Poughkeepsie. Our town is often cited for so many positive aspects and one we all benefit from is safety, thanks to Chief Cuccia and Lieutenants Stanis and Knapp.

There is no doubt people want to live in East Fishkill, so we need to find a way to combine the needs of long-standing residents and those who have recently joined us.

I am running for Town Board because I care deeply about our community and its future for all. I believe that town governments should work for everyone. Your concern is my concern, and I will listen.

As a NYS CPA and Certified Fraud Examiner, I have experienced a good deal during my consulting years and now as financial administrator in an academic medical center.

I want to take that experience and put it to work for you. I believe I will bring a fresh perspective to the Town Board. I am committed to transparency, accountability, and above all open communication.

East Fishkill has brought me and my family immense joy over the years and I would like to give back to the community. I hope you give me the opportunity by electing me to the East Fishkill Town Board.

What Inspired My Candidacy?

One party yields one mindset. As a long-time resident I have struggled with the fact that the Town appears to only have one voice. And I wonder - is it the voice of the Town Board or the residents? I would like to see a change in November so that we can enable the voice of the residents to become the resounding voice. Positive change comes from listening and I vow to do just that if elected in November.

Listening brings measured and productive change. By hearing residents’ concerns and taking the time to understand all perspectives, I will focus on solutions that are thoughtful, balanced, and beneficial for our entire community. Change does not have to be rushed or reactive—it should be guided by what matters most to you. I am committed to listening first, then acting with the purpose of delivering results that truly make a difference.

Fiscal Responsibility. I will use my years of experience to ensure that all decisions are fiscally reasonable. Financial decisions should  well be thought out and based on my experience as a New York State CPA and a Certified Fraud Examiner I will bring those skills to the Town Board. I will work to publish the Town Budget in an easy-to-understand format as I have posted on my website. Having you in the know will bring more town engagement.

Community Culture. Together we thrive but who really are we as a Town? Are we the bedroom community noted in the Comprehensive Plan? I personally believe we are more than that and we must offer more rather than accept the fate of a commuter town. Maybe our growth should consider an emphasis on local developers because they understand and care for the Town more. That’s not to rule out larger developers or to circumvent a fair bidding process but we seem to have a large number of warehouses and self-storage units as it is. As a Town, we have so much more to offer.

We have a strong sports culture led by the Recreation Advisory Board, as well as its Program and Recreation Directors, and we can be proud that East Fishkill Recreation is “best in class” in this county. Can we use their expertise to create a sustainable arts program for the youth of our community who are invested in these pursuits? Surrounding towns have successful playhouses that could inspire our own local program. Could we look to IPark space for such a playhouse? We have the expertise in Recreation – lets tap them!

We must all believe that community culture is the heartbeat of any Town, where shared values and connections bring us all together. If elected, I will work to foster a culture for all since culture shapes how we live, and it will influence how we grow together.
